The rule is part of the president’s Clean Power Plan, which is aimed at cutting carbon emissions from power plants.

But it has also sparked a backlash from some environmentalists and environmental groups, who say it’s unfair to take away federal authority to give renewable energy incentives.
The proposed rule would give the EPA more authority to waive existing renewable energy production incentives and allow the agency to award projects that are both large and low-carbon.
The rules would also require the EPA to give public notice before awarding renewable energy.
The rules would go into effect on Oct. 1.
